   Actually, you might want to turn the check, the envelope that it came in and any correspondence over to the Treasury Department folks. That large of a “mistake” sounds very much like a common mail fraud scam.

   I would report that to the Federal Trade Commission, (ftc.org)….definitely seems fishy, probably fraud.
