I’m thinking the goal of the website is to make money by placing ads or paid links throughout the site. If so then you can go either way but I would focus on a particular category group. This way after time it will become more authoritative and you can charge more for the ads/links. Paid links are worth more when they come from a site that’s about that topic. Like website hosting, a paid link is worth more when it comes from another site that talks about technology or hosting rather than garden tools. The key would be to find the categories that would make the most money. maybe technology categories.
