If you dont have a website, then it kinda implies you will be getting most of your traffic from email marketing, otherwise known as spam.
Most decent affiliate programs will ban your account for this
There’s also Google Adwords where you could direct ads to their website, but you would need to be paying less for the ads, than you’re making off the affiliate sales, and thats very difficult to achieve
Normally to apply for affiliate publisher, merchant requires that you have a website.
On sites like wordpress.com, you can have such a website for free.
