A friend of mine who visited the tableegi markaz in Nizamuddin recently told me that the grave of the founder of the tj is adjoining the wudhoo khana of the masjid.
In Bangalore grves of the buzurgs affiliated to tj are near the wudhoo khana of the Sabeelur Rashad masjid.

All Muslims should be buried in Muslim graveyards.

You’ve only his word for it so he could be mistaken. But there is no requirement for a person to be buried solely in a Muslim graveyard.
Sure if there is one then he should be buried there but any Muslim should be buried in a proper place and proper manner at a designated location.
It is wrong to build mosques and shrines on graves.
