I think you could compete in an open tournament; however, you do have to be affiliated with a school to go to an invitational (your school has to be invited) unless you’re famous.
I’m not sure for karate but some rare cases in judo you are able to be “your own club/school” but I’m not sure how it works myself. It’s best to get experience with a school or if you are, then… I would suggest talking to your sensei/master.
You don’t have to be affiliated with any school or any particular instructor but I would not recommend it per say. What rank would you know to compete at? Also most tournaments expect an under-belt to have their instructor speak for them if there is a problem and not having anyone to do that for you or that you are affiliated with really puts you in an awkward situation especially if there is a question about something.
I can also tell you that competing is in itself a learning experience and I would suggest you go watch a tournament and the division you are thinking of entering compete. This way you will have a better idea about some things and what you might be getting yourself into.
The entry form always ask what your rank is, who your instructor is, and the School name. However, I have never seen or heard of any tournament that refuses to let you compete as long as you pay the entry fees. Tournaments cost a lot of money to run. I have done it several times. Tournament promoters always worry about getting enough people to pay to cover their expenses.
Example: The last tournament I held in the 1990’s in Virgina, I paid $1,700 for the trophy’s. and that was a discounted price from a friend. Then there is building rental, and insurance. Advertising, and other expenses. That is way most tournaments now charge at least $35 entry fees.

All the tournaments I/we have attended has been by invitation. I would assume you could enter on your own but when asked for rank, instructor and school you might have a problem.
