Since most players drafted by MLB will be career Minor Leaguers anyway
I doubt that, because the picks still belong to Major league teams, and they draft with hopes that they WILL reach the Major League Level. Otherwise, they would have a “minor league draft”.
No they don’t they go by sciouting reports and team needs
Not usually, it’s possible that some of their people for the minor league teams may have scouting insight.. but beyond that no.
