These two are the Google algorithms designed and released early parts this year, 2012. Google Panda was released to lower the ranks of websites found to have duplicate content, low-quality and keyword-stuffed articles, even copied content from other websites. Penguin which was released more recently, is to penalize those found to violate their guidelines, particularly those involved in black-hat SEO such as keyword stuffing, unnatural inbound links, and comment spamming in blogs with the exact anchor test of targeted keywords.
Having said that, why not try going back to all the strategies you have implemented, so you`ll know what or where the problem is. Troubleshoot as soon as you find the problem, so you can get back on your track. Another good option for you to do, is to consult an expert SEO company, especially if you still can`t find what the problem is, or provide you the best solution for it. Surely, they know the ins and outs of the industry, so fixing it for you won`t be that hard on their end, and having them will save you from minding all the work by yourself.

Google Panda update was with regards to thin content or content on your blog/site just for SEO purpose.
Google expects your website to be informative and to be very relevant to the search term.
If you have content blocks exclusively made for SEO, you should have a re-think about it. Tweak it so it looks natural.
Google Penguin Update was with regards to backlinks. Too many backlinks with the same anchor text can now get you penalised.
You can use OpenSiteExplorer to get this data (http://www.opensiteexplorer.org)
If you have too many backlinks with same anchor text, get in touch with the webmasters of those sites and ask them to change it.
Use your brand name/website name as anchor text.
You could also use as anchor text.
Naked URLS also help, like Click here http://www.yoursitename.com or visit http://www.yoursitename.com.
Get different kind of links, like comments, forum links, blog posts, facebook, twitter, youtube, etc.
Don’t just focus on site wide links ( main reason why you get hit with by the Penguin)
