No not that much. A size below maybe, but not several. Have you checked out ebay and other market sites?
No. The dress would have to be completely taken apart, recut, and sewn. It would be easier for a seamstress to buy new fabric and cut and sew this dress.
Many times the stores will still have an item even when it is sold out online. Go to your local Urban Outfitters and ask them to check their computers. If it is not available locally, they may be able to order it from another location.
Alternatively, take the picture to a local seamstress or the fashion and design program at your local school or college. A student might be happy to take on this project at a reasonable cost to you
Once you alter a dress that much, it just doesn’t look the same and it’s just money wasted. One size or two is okay but not that much
