Windows 8 has a taskbar.

Windows logo key (Win) + D to go to the desktop. The taskbar is right there at the bottom of the screen. You can pin whatever you want just like in Vista and 7. It has all the features of previous taskbars like the tray with the clock, the volume control, all of that.
The start button itself is invisible until you put you pointer in the bottom left corner of the screen. I find it’s much easier to press the start button on the keyboard than moving the pointer, but that’s just me.
