My current employer has a contractual obligation with a consulting firm that I currently submitted a resume to. After thinking it over, I do not think it was such a good idea. I need feedback about my current decision to apply.

HR Department are used to these types of situations and will maintain you r confidentiality, unless there is a specific clause in the contract that requires disclosure of resumes received from client company employees. But those are very very rare clauses.
I would not worry about it.
