Pilot is your best bet to making 4 stars. Better if you fly bombers or fighters.
Next would be space or missiles (they just re-split the career fields this year). However, that pretty much points you to Space Command, Global Strike Command, STRATCOM, or the Pentagon (they will put a pilot in charge of Space Command, but they would not put a space guy in charge of Air Combat Command–pilot wings=universal management badge).
Cyber is very hit and miss (mostly miss). I can’t really think of many career comm officers that have made it very far, especially outside their niche. I can think of hundres though that have been RIF’d in the last decade due to incompetent personnel management and despite the alleged focus on cyber superiority.
Every now and then some non-ops officer makes two or more stars. The only non-rated 4 stars I can think of off the top of my head are the current VCSAF (a finance guy) and the commander of AF Materiel Command (a acquisition officer), but there are probably a couple more out there.
Not exactly sure what you’re asking, but if you want to know what career field in the AF has the most upward mobility then you’re looking at pilots. Pilots run the AF and are always the Chief of Staff and also have been the Chairman of the Joint Chiefs. Sure there are exceptions to people rising up in the ranks, but in general being a pilot would give you the best shot.
