Affiliate Marketing Secrets

We’ve got the local elections coming up on May 5th and I haven’t a clue as to how local government/councils work. All the candidates on my ballot paper are affiliated to the main political parties. How does that work. Do they have to do what there respective party leaders tell them?

I know this is VERY vague, but it took place in Iraq, Iran, or Afghanistan. A woman approaches an american in the market place and says there are secrets that need to be told regarding the local government possibly. Any clue? T.I.A.
